
During the summer of 2026, the U.K.’s SAG-CS (Scientific Advisory Group on Chemical Safety), the equivalent of the European SCCS, published the conclusions of its final opinions issued from December 2025 through June 2026. Not all of these conclusions are aligned with those of the European SCCS.
Triclocarban
Background
In Great Britain, Triclocarban (CAS No.101-20-2, EC No.202-924-1) is currently limited to 1.5% in rinse-off products and authorized up to 0.2% as a preservative.
Suspected of having endocrine-disrupting properties, it was the subject of a call for data issued by the OPSS (Office for Product Safety and Standards) in 2023. The industry did not provide data to support the use of the substance in cosmetic products, but Triclocarban was evaluated by the SCCS, which published the final version of its Scientific Advice on its safety in October 2022.
The SAG-CS’s Opinion
The Committee acknowledged (Opinion No.20) that data from in silico and in vitro studies suggest that Triclocarban may exhibit endocrine activity, but considered that the available data as a whole did not provide sufficient evidence to establish that it is an endocrine disruptor in vivo.
It concluded that Triclocarban was safe at a concentration of 1.5% in rinse-off products intended for adults and at 0.2%nt as a preservative in all cosmetics (with the exception of mouthwashes for all age groups and children’s toothpastes).
