Triphenyl Phosphate under scrutiny in California

On 19 August 2025, the United States notified a proposed amendment to California regulations. The aim is to include products containing Triphenyl Phosphate above 250 ppm in the list of Priority Products.

Triphenyl phosphate (CAS No.115-86-6, EC No.204-112-2, INCI: Triphenyl Phosphate) is an ingredient listed in Cosing with the function: Plasticiser.
The substance is not currently regulated by the European Cosmetics Regulation 1223/2009, but he European Commission notified a draft Regulation in July 2025 providing for its prohibition.

The Californian proposal

The Californian Department of Toxic Substances Control DTSC) proposes to add nail products (including nail coatings and artificial nails) containing Triphenyl phosphate (TPhP) at concentrations greater than 250 ppm as a Priority Product to the Priority Products List.
This listing would apply to any nail product containing MMA as an added ingredient, a residual, or a contaminant.

By listing nail products containing Triphenyl Phosphate as a Priority Product, DTSC requires manufacturers selling these products into California to evaluate whether Triphenyl Phosphate at concentrations greater than 250 ppm is necessary in nail products or whether there are functionally safer alternatives that would reduce exposure to MMA during manufacturing, use, or disposal of these products.
The DTSC thus aims to encourage the use of of green chemistry alternatives, favouring those that offer the greatest level of inherent protection for workers and consumers.
