Fitness check of the European Cosmetics Regulation: 1st stage completed

Launched on February 21, 2025, the quality assessment of Cosmetics Regulation 1223/2009 began with a Call for Evidence, which closed on March 21. 155 responses have been validated and are available online.

Several types of stakeholders were involved in this stage of the evaluation:
• Companies: 25.81%
• Business associations: 23.23%
• EU citizens: 19.35%
• Non-gouvernmental organisations: 7.74%
• Consumer organisations: 2.58%
• Environmental organisations environnementales: 0.65%…

The majority of contributions came from Austria (24.52%), followed by Germany (14.84%), Belgium (12.26%) and France (10.97%)…

As expected, everyone preaches for their own parish, as, among the latest contributions posted :
• Natrue that argues for the possibility of meeting the needs of the natural cosmetics sector
• Avicenn which stresses the need for a better definition of the term “nanomaterial” and an in-depth assessment of the risks specific to nanomaterials in cosmetics
• the Dutch Ministry of Health, which calls for safety limits to be defined taking into account overall exposure to substances (beyond cosmetics) and the specific exposure of professionals, for a centralized registration system for undesirable effects, and for specific provisions for endocrine disruptors to be included in the Regulation
• the Norwegian Authority, which suggests a precautionary approach to substances with insufficient data, better regulation of ingredients with significant biological activity, and clearer labeling requirements for online sales
• the SCCS, which defends the risk-based rather than …
