Notification of the update of the European Glossary of Cosmetic Ingredients

On 13 March 2025, the European Commission notified a draft Decision to update the “Glossary of common ingredient names for use in the labelling of cosmetic products”. The text is expected to be adopted in the second quarter of 2025.

The Glossary was last updated in 2022.
In its “Whereas”, the European Commission points out that Article 33 of Cosmetics Regulation 1223/2009 requires it to establish and update a glossary of common ingredient names, which must be used to meet the labelling requirements of Article 19.

This update:
• takes into account new ingredient names that are currently used in cosmetic products,
• corrects existing ingredient names that were erroneously reported or omitted,
• removes perfume ingredient names that are no longer used for the labelling of cosmetic ingredients or have been replaced by INCI names…

In total, the new Glossary lists 30,419 ingredients, compared with 30,070 in the last version.
A 12-month period after its publication is planned for its application, but it is indicated that economic operators can use it immediately.

The draft Commission Decision is subject to a 60-day comment period following notification.
