In accordance with Article 19 of the Cosmetics Regulation (EC) No 1223/2009, the labelling of cosmetic products must include a list of ingredients, which must be indicated using the common names set out in a glossary drawn up and updated by the Commission.

Although food business operators may use these names on labelling from 30 July 2025, the latest version of this Glossary, which lists 30,418 ingredients, comes into force on 30 July.

And this may well be the last reference of its kind if the proposal to simplify “certain requirements and procedures applicable to chemicals”, published by the European Commission, comes into force. It provides for the repeal of Article 33 of the Regulation, and with it the Glossary and all references to it, particularly in the Annexes.
