Reminder: Regulations (EU) 2023/707 and (EU) 2024/996

Rappel : Règlements (UE) 2023/707 et (UE) 2024/996

This May 1, 2025 marks the entry into force of Delegated Regulation (EU) 2023/707, which establishes new hazard classes in the CLP Regulation, on the one hand, and of one of the provisions of Regulation (EU) 2024/996, banning a UV filter, on the other. Reminder.

Delegated Regulation (EU) 2023/707

Published on 31 March 2023, this Regulation introduces several new classifications:
• Two “Endocrine Disruptor” classifications, one for human health, the other for the environment, Category 1 - known or presumed EDs, Category 2: suspected EDs
• Two “PBT” classifications for Persistent, Bioaccumulative and Toxic substances or mixtures and “vPvB” for very Persistent and very Bioaccumulative substances or mixtures
• Two classifications “PMT” for Persistent, Mobile and Toxic substances or mixtures, and “vPvM” for Very Persistent and Very Mobile substances or mixtures
These new classifications come into force on May 1, 2025 for substances.
They will apply to mixtures on May 1, 2026.

Regulation (EU) 2024/996

This Regulation was published on 4 April 2024, and modifies several annexes of Cosmetics Regulation 1223/2009.
The amendment to Annex II comes into force on May 1, with the banning of the UV filter 4-Methylbenzylidene Camphor for products placed on the market.
This ban will apply from May 1, 2026 for products made available on the market.

It is the responsibility of manufacturers and Responsible Persons to take all appropriate measures to comply with these provisions.
