Reminder: Regulations (EU) 2024/197 an (EU) 2025/877

Rappel : Règlements (UE) 2024/197 et (UE) 2025/877

This 1st September 2025 marks the entry into force of Delegated Regulation (EU) 2024/197, which constitutes the 21st ATP (Adaptation to Technical and Scientific Progress) of the European CLP Regulation (Classification, Labelling and Packaging of Substances) Regulation, as well as Regulation (EU) 2025/877, the 7th annual text aimed at banning or regulating substances recently classified as CMR, which transposes the 21st ATP into Regulation 1223/2009. Reminder of the implications for cosmetic ingredients.

Delegated Regulation (EU) 2024/197

Published on 5 January 2024, this Regulation involves a total of 16 substances that may be used in cosmetic products (listed in the CosIng, not present in Annex II of the Cosmetics Regulation, which lists prohibited ingredients). Two of them are concerned by a classification as CMR.

• Cinnamal
• 1,4-Butanediol Dimethacrylate
• di-Hema Trimethylhexyl Dicarbamate
• Triethylene Glycol Dimethacrylate
• Dimethyltolylamine (classified Carc. 1B)
• Basic Red 1

“Cosmetic” ingredients whose entries in Annex VI are amended
• Trimethylbenzoyl Diphenylphosphine Oxide (classified Repr. 1B)
• Potassium Chlorate
• Sodium Chlorate
• Benzyl Alcohol
• Resorcinol
• Allyl methacrylate
• Triethylamine
• Benzisothiazolinone

Regulation (EU) 2025/877

Published on 13 May 2025, this Règlement prohibits a total of 21 substances, which are added to Annex II (Prohibited substances) of European Cosmetics Regulation 1223/2009.
Among them, two (used mainly in artificial nail preparations) have an INCI name, and as the industry has not submitted a dossier in defence of these substances, they are now banned, both in products placed on the market and in products made available on the …
