Following the agreement reached between the European co-legislators in December 2025, the Commission published, on 4 May 2026, a report on the simplification of Regulation (EU) 2023/1115, known as the “Deforestation-free” Regulation or EUDR, along with a series of additional measures aimed at ensuring smoother implementation by the time it enters into force on the 30 December 2026.
The package of measures presented by the Commission comprises four parts.
The Commission’s report
The report addressed to the European Parliament and the Council reviews the simplification measures implemented since the EUDR came into force in June 2023, and introduces new measures, which continue to aim at reducing obligations and the administrative burden. According to the Commission, the package as a whole should reduce annual compliance costs for businesses subject to the EUDR’s obligations by around 75% compared to the original EUDR.
It also outlines the planned trade facilitation tools, such as repositories of legislation from producing countries and certification schemes for raw materials covered by the EUDR, with a view to facilitating risk assessment and due diligence.
