
At the Cosmetic Valley’s 23rd Congress on Regulatory Issues - Fragrance & Cosmetics, held on 19 and 20 November 2025, DGCCRF representatives Virginie Gallerand, Isabelle van Hamme, Flore Pluvinage and Nathalie Delion, presented the results of investigations carried out in 2023, presented the results of investigations conducted in 2024 and 2025 and announced the outlook for 2025.
GMP certificates and bulk sales
Virginie Gallerand began by summarizing the tasks most recently assigned to the DGCCRF following the transfer of “cosmetics” responsibilities from the ANSM, as specified in Decree No. 2024-1250 published at the end of February 2025: export certificates and the establishment of terms and conditions for bulk sales.
GMP certificates for export
Since March 1, 2025, these certificates have been issued by the DGCCRF (French Directorate General for Competition, Consumer Affairs, and Fraud Control). Virginie Gallerand outlined the conditions:
• Applications must be made on the simplified procedures online platform.
• Once obtained, the certificate is valid for three years.
• The Order of February 20, 2025 lists the documents to be provided, namely: the latest GMP export certificate issued by the ANSM, if applicable, the declaration of commitment to comply with good manufacturing practices, the up-to-date establishment declaration certificate, and a GMP certificate less than three years old issued by a certification body and drawn up in accordance with ISO 22716.
