A world tour of allergen labelling

At the 23rd Regulatory Issues Conference - Perfumes & Cosmetics held on 19 and 20 November 2025, Linh de Beaucorps and Juliette Blès from FEBEA revisited the issue of international acceptance of mandatory European labelling for “new” allergens, providing an update on the situation in different countries and geographical areas.

Since the publication of Regulation (EU) 2023/1545 imposing mandatory labelling for a total of 80 substances identified as allergens in Europe, concerns remain about the acceptance of this rule internationally.
There are two main scenarios today:
• countries where the labelling of “new” allergens is accepted and/or transposed into national regulations;
• countries where regulations differ and/or problems have already been encountered.

Countries that follow

Turkey and Israel
The extended list of allergens has been adopted, with implementation identical to the European timetable.

Saudi Arabia
It has also followed Europe’s lead on the list of allergens that must be labelled, but with different implementation dates:
• 31 December 2026: ban on importing and producing non-compliant products;
• 31 December 2028: all cosmetic products available on the market must be compliant.
Products whose labelling has been updated with the new allergen information will not require re-registration or recertification. Existing certificates of compliance and registrations will remain valid until their expiry date.

Canada
In April 2024, an amendment to the Canadian Cosmetic Regulations was published to require the disclosure of cosmetic ingredients, according to a specific timetable for “historical” allergens and following the European timetable for “new” allergens:
