The 23rd edition of the Regulatory Issues - Perfumes & Cosmetics Congress, organised by Cosmetic Valley, was held in Chartres on 19 and 20 November 2025. Before publishing the full conference reports, CosmeticOBS has selected some of the comments and information that were heard during these two days.

So we heard…

Marc-Antoine Jamet, President of the Cosmetic Valley, talk about the non-tariff barriers erected by China, US customs duties with “catastrophic” consequences, excessive European regulations, the uncertain future of “Omnibus VI” on simplification in the chemical industry, unfair competition and dupes… and suggest (not without humour, but still) that we light a candle to Saint Rita, the patron saint of hopeless causes…

Gerald Renner, Director Technical Regulatory Affairs of Cosmetics Europe, wonder whether the Council’s position on this Omnibus VI, which revisits several of the Commission’s proposals, might not have been partly influenced by a certain “workshop” held last May, when the Commission’s services gave the industry ample opportunity to express its views, but gave no such opportunity to the Member States…

Frédéric Lebreux, Head of Human Safety Sciences at Givaudan, in addition to (brilliantly) settling the issue of the relevance of CLP classifications for assessing the safety of ingredients in cosmetics, partially revealed the content of the 52nd Amendment to the IFRA Standards (52 new, 17 revised), which will not include Vanillin…
