Safety of hairdressing professionals: request for Scientific advice from the SCCS

On October 30, 2025, during its plenary meeting, the SCCS (Scientific Committee on Consumer Safety) approved the European Commission’s mandate concerning the recommendations made to the Scientific Committee by the social partners in the hairdressing sector.

Background

The social partners of the European sectoral social dialogue committee for Personal Services, Coiffure EU and UNI Europa, have been engaged in European sectoral social dialogue for many years, with the aim of achieving increased convergence between the quality of service and employment conditions across the EU.

In 2012 the social partners concluded the European Framework Agreement on the protection of occupational health and safety in the hairdressing sector, which was revised in 2016. The agreement contains measures covering the areas of protection of the skin and respiratory tract, ergonomic workplaces and accident prevention and safety at work, and sets out principles of work organisation. Social partners requested the Commission to make a proposal of directive to the Council, in line with Article 155 of the TFEU.

The social partners agreed with an alternative approach to their request and in 2019, they adopted a Joint Statement on the autonomous implementation of the Hairdressing Social Partner Agreement in the hairdressing sector. The social partners confirmed their commitment to implement the agreed activities and to trigger tools to achieve the goals set out in the Agreement.
