Colophony and derivatives: Consultation on CLH classification as reprotoxics

On 3 September 2025, the European Chemicals Agency (ECHA) announced that it had launched consultations on Norway’s proposals for harmonised classification and labelling (CLH) of several resins. These include colophony and two of its derivatives.

Rosin / Colophonium

These residues obtained after distillation of the volatile oil contained in the oleoresin extracted from pine (CAS No.8050-09-7, EC No.232-475-7, INCI: Rosin / Colophonium) are ingredients listed in the CosIng, with the functions: Binding, Film forming, Viscosity controlling, and Depilatory (for Colophonium).
These substances are currently not regulated by European Cosmetics Regulation 1223/2009.
They are listed in Annex VI/650-015-00-7 of European CLP Regulation 1272/2008, with the following classification:
• Skin Sens. 1, H317 - May cause an allergic skin reaction.

Norway proposes to classify these substances as follows.
