
On July 7, 2025, the European Chemicals Agency (ECHA) launched two consultations on Sweden’s proposals for harmonized classification and labeling (CLH) of two fragrance ingredients: mint essential oil and Carvone. These consultations are open until September 5, 2025.
Mint EO
Spearmint essential oil (CAS No.8008-79-5/ 84696-51-5, EC No.616-927-4/ 283-656-2, INCI: Mentha Viridis Leaf Oil) is an ingredient listed in the Cosing, with the following functions: Astringent, Fragrance, Skin conditioning.
The substance has been added to Annex III/362 (Restricted Substances) of Cosmetics Regulation 1223/2009 by Regulation (EU) 2023/1545, which requires, from July 31, 2026 for products placed on the market and from July 31, 2028 for products made available on the market, mandatory labeling as an allergen, as soon as its concentration exceeds 0.001% in leave-on products and 0.01% in rinse-off products.
It is not currently listed in Annex VI of European Regulation CLP 1272/2008.
