ECHA consultation on the restriction of Octocrylene

On 24 September, in a communication to the Member States Competent Authorities and other relevant stakeholders, ECHA announced that it had opened a consultation on the Annex XV (REACH) restriction dossier prepared by France for Octocrylene.

In a letter addressed to the Member States Competent AQuthorities, stakeholder organisations and other relevant stakeholders, ECHA announced that it had launched a consultation on the Annex XV (REACH) restriction dossier prepared by France for Octocrylene (CAS No.6197-30-4, EC No.228-250-8).

Scope of the restriction
ECHA notes that the restriction dossier, prepared by France since 2023, was submitted on 18 July 2025 and that it proposes to prohibit the placing on the market or use of finished cosmetic products containing octocrylene in a concentration equal to or greater than 0.001% w/w.
This restriction would apply 24 months after its entry into force.
As a reminder: the UV filter Octocrylene is currently authorised in Europe at a maximum concentration of 9% in aerosol products and 10% in other products.

Six-month consultation
This consultation was opened on 24 September 2025 for a period of six months.
It will therefore end on 24 March 2026, but ECHA encourages stakeholders to submit their comments “in advance”, before 23 January 2026, in order to facilitate preliminary discussions by its Scientific Committees.
The consultation is available online in the “Submitted restrictions under consideration” section of the ECHA website.
