
On August 20, 2025, the ECHA (European Chemicals Agency) published a revised version of the proposal to restrict per- and polyfluoroalkyl substances (PFAS), developed under the REACH Regulation. This update to the original 2023 text was prepared by the five countries that initiated it.
Prepared by the authorities of Denmark, Germany, the Netherlands, Norway, and Sweden, the proposal to restrict approximately 10,000 per- and polyfluoroalkyl substances (PFAS) was published by ECHA in early 2023.
This was followed by a six-month public consultation, which received more than 5,600 comments.
In its press release dated August 20, 2025, ECHA stated that the five authorities from the countries that initiated the proposal had completed their evaluation of these comments, resulting in an update to the initial text.
In particular, they identified eight sectors that were not specifically mentioned in the initial proposal, such as printing, packaging of excipients for pharmaceutical products, or technical textiles.
They also considered other restriction options beyond a total ban or a ban with limited time exemptions for certain applications. These options include conditions allowing the continued manufacture, marketing, or use of PFAS when the risks can be controlled, particularly for the manufacture of PFAS, transportation, semiconductors, and technical textiles.
The Chemicals Agency concludes by noting that its two Scientific Committees (the RAC and the SEAC) are continuing to evaluate the restriction proposal and that it aims to provide their opinions to the European Commission “as …
