ECHA (the European Chemicals Agency) has just published the minutes of the 78th meeting of its RAC (Risk Assessment Committee), which took place in early September 2026. Opinions on several cosmetic ingredients were adopted, resulting in four classifications as reprotoxic and one as an environmental endocrine disruptor.
Rosin, oligomers
The product obtained by the dimerisation of rosin (CAS No.65997-05-9, EC No.500-163-2, INCI: Dimer Rosin) is an ingredient listed in the Cosing, with no function reported.
The substance is currently not regulated by European Cosmetics Regulation 1223/2009.
It is also not listed in Annex VI of European Regulation CLP 1272/2008.
The classification proposal
Norway proposes to classify the substance as follows:
• Repr. 1B, H360Df - May damage the unborn child. Suspected of damaging fertility.

The RAC approved this proposal as submitted.

Rosin / Colophonium
These residues obtained after distillation of the volatile oil contained in the oleoresin extracted from pine (CAS No.8050-09-7, EC No.232-475-7, INCI: Rosin / Colophonium) are ingredients listed in the CosIng, with the functions: Binding, Film forming, Viscosity controlling, and Depilatory (for Colophonium).
These substances are currently not regulated by European Cosmetics Regulation 1223/2009.
They are listed in Annex VI/650-015-00-7 of European CLP Regulation 1272/2008, with the following classification:
