European consultation on a “Basic Regulation” for ECHA

On October 7, 2025, the European Commission initiated an eight-week public consultation period on its proposal for a Basic Regulation of the European Chemicals Agency. This includes details of the “transfer” of the SCCS to the ECHA.

Initiated in 2020, following the adoption of the Chemicals Strategy for Sustainability (CSS), one of the components of the Green Deal, this proposed Regulation, which has already been the subject of a call for contributions in 2022, is now in its final stages of adjustment.

As a reminder, the stated aim of this text is to strengthen the Agency’s governance and adapt it to its future role, as well as to streamline the working methods of its bodies and secure their long-term funding.
The Commission is therefore awaiting comments from stakeholders on the text it has adopted. These comments will be summarized by the Commission and presented to the European Parliament and the Council to inform the legislative debate.

The future of the SCCS

The upcoming changes include the reassignment of scientific and technical work to ECHA.
To this end, the text provides for the strengthening of the capacities of the RAC and the SEAC, on the one hand, and the management of the Scientific Committee on Consumer Safety (SCCS) by ECHA, on the other.
