
On July 16, 2025, the European Commission notified a draft Regulation aimed at amending the annexes to Cosmetics Regulation 1223/2009, in order to change the conditions of use for 12 ingredients. A period for comments is open until September 14.
The key points of the draft Regulation
• This text transposes the latest SCCS opinions into regulations.
• It involves a total of 12 ingredients.
• It bans Triphenyl Phosphate due to its potential genotoxicity.
• It adds a preservative to Annex V, Ammonium Silver Zinc Aluminum Silicate (previously banned).
• It introduces restrictions on the use of ingredients containing aluminum, Acetylated vetiver oil, and four hair coloring ingredients (HC Blue 18, Hydroxypropyl-p-Phenylenediamine and its dihydrochloride salt, HC Yellow No. 16, and HC Red No. 18).
• It modifies the restrictions applicable to Citral, Benzyl salicylate, water-soluble zinc salts, and the UV filter Diethylamino Hydroxy Benzoyl Hexyl Benzoate (DHHB).
• The European Commission plans to adopt this text in the first quarter of 2026.
• It is due to come into force from January 1, 2027.
