The new procedures for export GMPs certificates in France

An Order dated 20 February 2025, published in the Official Journal of the French Republic on 28 February, sets out the procedures for examining and issuing certificates of compliance with good manufacturing practices (GMPs) for the export of cosmetic products, which are now the responsibility of the DGCCRF.

Decree No.2024-1250 of 30 December 2024 had already set out the details of the transfer from the ANSM to the DGCCRF of the task of issuing certificates attesting to compliance with GMP, indicating that this transfer would take effect on 1 March 2025.
It is therefore now the DGCCRF that applications must be sent to, and the Order that has just been published sets out the rules.

From Monday 3 March, applications for certificates must be made via a dedicated tele-procedure accessible on the website www.demarches-simplifiees.fr.
A digital confirmation of receipt will be sent when the application is submitted.

The application must be accompanied by the following documents:
• The latest export GMP certificate issued by ANSM, if applicable
• The declaration of commitment to compliance with good manufacturing practice
• An up-to-date declaration of establishment
• A GMP certificate less than three years old, issued by a certification body in accordance with the standard whose references have been published in the Official Journal of the European Union.

This certificate is valid for three years.
