
In March, the SCCS (Scientific Committee on Consumer Safety) accepted mandates from the European Commission to assess the safety of two hair dye ingredients, Basic blue 99 (C059) and Basic Brown 16 (C009). It just published the preliminary versions of its Scientific Advices.
Background
Basic Blue 99 (C059)
Basic Blue 99 (CAS No.68123-13-7, EC No.268-544-3) is used as an ingredient in non-oxidative hair dye formulations.
The substance has already been evaluated several times by the SCCS, without the Scientific Committee being able to conclude on its safety.
A new dossier was submitted in February 2025, with new data, to support the safe use of the substance at 1% in non-oxidative hair dye formulations.
Basic Brown 16 (C009)
Basic Brown 16 (CAS No.26381-41-9, EC No.247-640-9)is used as an ingredient in non-oxidative hair dye formulations.
The substance has already been evaluated several times by the SCCS, without the Scientific Committee being able to conclude on its safety.
A new dossier was submitted in February 2025, with new data, to support the safe use of the substance at 2% in non-oxidative hair dye formulations.
