
On 7 October 2025, Health Canada has announced a new update to its cosmetics declaration form. Details of the changes.
Section 4 – Manufacturing, Importing, Label and Other Contact
To facilitate filling out the contact information section, you can now prepopulate contact fields from contact details you have already entered in the form.
To do so, click “Select Contact” and select the appropriate contact from the drop-down list.
Then, select the appropriate “Contact type” for the contact added.
Section 5 – Ingredients
1. The field “Other Chemical Name” was renamed to “If no INCI name is available, the Chemical Name”.
As a reminder, as per paragraph 30(2) (d) of the Cosmetic Regulations, the notifier must provide the INCI name or, if there is no INCI name then the Chemical name”for the ingredient must be provided.
2. In preparation for the regulatory requirements, a checkbox entitled “Fragrance Allergen” was added. Health Canada encourages Notifiers to start using the checkbox to indicate that an ingredient that is a fragrance allergen is present in the product, above the disclosure threshold. Additional information about fragrance allergens is available in the “Industry Guide for the labelling of cosmetics”, in Section 8.7 Appendix 1: List of fragrance allergens.
