Cannabis-derived ingredients: amendment to the Canadian Hotlist

Canada has just announced a revision of its Ingredient Hotlist for cannabis-derived ingredients. This update is related to recent changes to the Cannabis Act and the Industrial Hemp Regulations.

The changes

At the end of this review:
• Cannabis, as defined in subsection 2(1) of the Cannabis Act, including Tetrahydrocannabinol, delta-9-tetrahydrocannabinol, Cannabidiol, Cannabinol, Cannabis Sativa Flower Extract (INCI:Cannabis Sativa Flower/Leaf/Stem Extract) is prohibited
• Cannabis spp. derivatives or a product made from those derivatives that are exempt from the application of the Cannabis Act, including Cannabis sativa seed oil; Hemp seed oil; Hydrolyzed Hemp seed protein (INCI: Cannabis Sativa Seed Oil, Hydrolyzed Hemp Seed Protein) are subject to restrictions: cosmetics must not contain an isolated or concentrated phytocannabinoid or a synthetic duplicate of that phytocannabinoid

The definition

Cannabis is defined as:
• Any part of a cannabis plant, including the phytocannabinoids produced by, or found in, such a plant, regardless of whether that part has been processed or not
• Any substance or mixture of substances that contains or has on it any part of such a plant
• Any substance that is identical to any phytocannabinoid produced by, or found in, such a plant, regardless of how the substance was obtained

The following are excluded from this definition:
• A non-viable seed of a cannabis plant
