Reminder: new regulations come into force in New Zealand

On 30 January 2024, the Environmental Protection Authority (EPA) announced an update to the Cosmetic Products Group Standard, the regulation applicable to cosmetic products in New Zealand. Its provisions will come into force on 1 January 2026 for manufacturers and importers.

This is a major update that was announced at the end of 2024.
In addition to the ban on PFAs (which will come into force at the end of 2026), it includes:
• numerous changes to Annexes 4 to 8 of the Cosmetic Products Group Standard, which set out the list of prohibited substances and specify the conditions of use for restricted ingredients, colourants, preservatives and authorised UV filters;
• the extension of the scope of cosmetics regulations to any product containing a hazardous ingredient;
• the obligation for manufacturers and importers to keep a list of their products containing nanomaterials available to the authorities;
• the end of the exemption from allergen labelling;
• the update of the reference to IFRA standards, and more specifically to the 50th amendment…

All these new rules apply from 1 January 2026 to cosmetic products manufactured and imported into New Zealand.
Transitional periods are planned for non-compliant products until 31 December 2026, when they will be banned from sale, and until 30 June 2027, when they must be destroyed.
