Taiwan confirms the changes to its list of restricted ingredients

Taïwan confirme les modifications de sa liste des ingrédients restreints

In April 2025, Taiwan notified a change to its List of Ingredients Restricted in Cosmetic Products. The planned provisions have now been confirmed, with a few minor changes, and their date of entry into force has been specified.

In a notification dated 11 November 2025, Taiwan made available the final texts of its “Amendments to the List of Restricted Ingredients in Cosmetic Products.”

On 7 April, the list submitted for comment included 219 entries (compared to 186 for the previous list), notably with the addition of several substances subject to restrictions already in place in Europe:
• Titanium dioxide in powder form containing 1% or more of particles with aerodynamic diameter ≤ 10 μm,
• Talc, with the introduction (as in Europe) of a warning label to be affixed to powdered products intended for children under 3,
• Dihydroxyacetone,
• several hair dye ingredients (Acid Yellow 3, Tetrabromophenol Blue, Acid Orange 7, HC Orange No. 6, Basic Blue 124, Basic Brown 17, HC Yellow No. 17, HC Red No. 17…),
• Retinol, Retinyl Acetate and Retinyl Palmitate, as well as alpha-Arbutin…

Among the changes made to the final list, there are two clarifications that differentiate the restrictions from those in Europe:
• Retinol, Retinyl Acetate and Retinyl Palmitate, which were restricted to 0.005% in body products, are now restricted to leave-on body products only;
