Taiwan notifies a change to its list of restricted ingredients

On April 7, 2025, Taiwan notified a modification to its List of Ingredients Restricted in Cosmetic Products, with the addition of some thirty substances. The new restrictions are due to come into force on July 1, 2026.

The previous list (corresponding to Annex III of European Cosmetics Regulation 1223/2009) contained 186 entries.
The newly notified list includes 219 entries.

Among the new entries:
• Titanium dioxide in powder form containing 1% or more of particles with aerodynamic diameter ≤ 10 μm, whose restrictions on use have been aligned with those enacted in Europe by Regulation (EU) 2021/850 and applicable from October 1, 2021;
• Talc, with the introduction (as in Europe) of a warning label to be affixed to powdered products intended for children under 3;
• Dihydroxyacetone, which also has its restrictions aligned with those established by Regulation (EU) 2021/1099;
• several hair dye ingredients (Acid Yellow 3, Tetrabromophenol Blue, Acid Orange 7, HC Orange No. 6, Basic Blue 124, Basic Brown 17, HC Yellow No. 17, HC Red No. 17…);
• Retinol, Retinyl acetate and Retinyl palmitate, as well as alpha-Arbutin, with the transfer of the restrictions instituted by Regulation (EU) 2024/996
