
On 27 January 2024, Taiwan notified a change to its regulations applicable to cosmetic products. The aim is to impose specific labelling of 24 allergens, which until then could be designated under generic terms such as Parfum or Fragrance.
The notified text stipulates that when the concentration of an ingredient (essence or spice) among the 26 listed exceeds 0.01% in rinse-off products or 0.001% in other products, the specific ingredient must be mentioned on the label, and can no longer be labelled simply as “Flavor”, “Fragrance”, “Parfum”, “Perfume” or “Aroma”, as is currently the case.
The ingredients listed correspond to the 24 allergens subject to mandatory labelling in Europe (and therefore do not include the “new” allergens to which Regulation (EU) 2023/1545 applies the same provision from the end of July 2026):

The date on which this obligation will come into force in Taiwan has not yet been specified.
