DGCCRF Inspections for 2024–2025: An overview

At the 26th Cosmed Regulatory Congress on 1 April 2026, the entire team from Office 5B of the DGCCRF was present to present a review of its activities as part of its remit to oversee the cosmetics market. Before delving specifically into the topics of GMP, claims and nanomaterials, Vanessa Picot, Deputy Head of the Office, provided an overview of the 2024–2025 inspections… and answered the questions they raised.

“We often talk about the areas we focus on during our inspections, which form part of what is known as the PNE (for National Inspection Plan). But in reality, our inspections aren’t limited to just those areas,” Vanessa Picot began.

The PNE is in fact linked to two other types of checks, each with its own specific context.
The PNE, which operates nationwide, is structured around targeted thematic investigations based on risk analysis (findings from previous years, recurring or new practices, emerging risks, government priorities, etc.). These investigations are either enforcement-focused or exploratory in nature.
CPMMs (fot First Market Placing Inspections) apply directly to all businesses within France, conducting in-depth checks on safety and compliance issues. They are based on local or even departmental planning, with the frequency determined by a risk analysis (depending on the products manufactured, their significance or their distribution), every two to three years for products classified as “medium risk” (the most common case), but annually for products classified as “high risk” or every five years for products classified as “low risk”.
