DGCCRF inspections for 2024–2025: the Nanomaterials review

At the 26th Cosmed Regulatory Congress on April 1, 2026, Nathalie Delion, Editor in Charge of Cosmetics at the DGCCRF, presented the results of investigations conducted in 2024 and 2025 on the topic of nanomaterials in cosmetics.

In 2024, the “Nano” survey focused exclusively on carbon black, which is the only authorised nano-pigment under the European Cosmetics Regulation 1223/2009. The aim was to continue the checks carried out over several years with Responsible Persons regarding the compliance of nano-raw materials and finished products containing them, in two respects:
• Documentary checks: compliance of nano-labelling (an important aspect of consumer information), specific declaration on the CPNP portal, verification that the nano-nature of the product has been taken into account in product safety reports, verification of the maximum concentration of nanomaterials in the finished product, and verification of physicochemical criteria, including the size of primary particles
• Sampling: testing for unauthorised nanomaterials or those that do not comply with regulatory requirements

Findings regarding the documentary checks

31 operators were inspected: Responsible Persons, manufacturing subcontractors, pigment manufacturers and wholesalers.
One or more irregularities were detected at 23% of the premises, which resulted in the following measures: six orders to bring operations into compliance and one warning.
