Omnibus VI : qu’attendre du futur Article 15 sur les CMR du Règlement Cosmétiques ?

As the European Omnibus VI package, which aims to simplify certain requirements and procedures for chemicals, is due to be debated in the European Parliament (on 15 April in committee and on 29 April in plenary), and given that its principles are strongly contested within civil society, the 26th Cosmed Regulatory Congress provided an opportunity for Sylwia Jaczewska, from DG GROW, to outline the origins and content of the amendments proposed by the Commission to the Cosmetics Regulation, and in particular to Article 15 on CMRs.

The origins of Omnibus VI

The story begins with the start of the new Commission, whose term of office will run until 2029. When a new Commission takes office, it brings with it new promises and new intentions. And the current Commission is keen to focus on everyday life and on businesses. Thus, President von der Leyen has promised that industrial competitiveness will be a key priority.
Naturally, this Commission will therefore focus on strengthening the EU, on sustainability, on innovation and on simplifying the various rules for citizens and businesses. But the “Competitiveness Compass” implements these policy priorities in a way, as it clearly emphasises that all promises regarding simplification and the reduction of administrative burdens will be implemented through the Omnibus packages.
These are designed, across the various sectors, to simplify EU rules and, of course, to create an environment conducive to growth, SMEs and businesses in general.
Finally, in May last year, the Single Market Strategy was adopted, highlighting the ten main barriers to the Single Market, including the administrative burden on businesses.
