Silver: the European Commission notifies a change to the restrictions
On 30 July 2026, the European Commission notified a draft Regulation, which is in fact a corrigendum to Regulation (EU) 2026/78 (the 8th “CMR” Regulation), in order to bring the restrictions on silver into line with the latest Opinion of the SCCS. It is worth noting that its provisions apply from… 1 May 2026.
Cuminaldehyde, p-Cymene: Requests for Opinions to the SCCS
On 29 July 2026, the SCCS (Scientific Committee on Consumer Safety) approved, by written procedure, two mandates from the European Commission to assess the safety of Cuminaldehyde, on the one hand, and p-Cymene, on the other. These two fragrance ingredients are threatened with CLH classification as substances toxic to reproduction and, consequently, with a possible ban as CMRs.
Reminder: entry into force of the latest version of the European Glossary of Cosmetic Ingredients
It sets out the names that must be used in the list of ingredients, which must appear on the labelling of cosmetic products. The latest version of this Glossary, published in July 2025, comes into force on 30 July 2026.
Regulation 2022/1181: full implementation on 31 July 2026
It comes into force for products made available on the market this 31 July. Regulation 2022/1181 of 8 July 2022 amended the preamble to Annex V (authorised preservatives) of Cosmetics Regulation 1223/2009 to define the new threshold for labelling the presence of formaldehyde releasers.
