
As part of the implementation of the new EPR system for professional packaging, France published two decrees on December 18, 2025. The first defines the specifications for eco-organizations, while the second sets out the scope of packaging covered by this new system.
Background
While the extended producer responsibility (EPR) scheme has been in place in France since 1992 for household packaging, the law on waste reduction and the circular economy (AGEC law) has extended the EPR principle to packaging “used to market products consumed or used by professionals” that is not already covered by the household packaging EPR.
Two texts were needed to implement this, and they have just been published.
Specifications
The Order defines the specifications for eco-organizations that must contribute to or provide for the collection, reuse of packaging, and treatment of packaging waste used to market products consumed or used by professionals. It also defines the specifications for individual systems set up, where applicable, by producers to individually fulfill their extended responsibility obligations, as well as the specifications for coordinating organizations that may be set up.
Finally, it provides for the necessary amendments to the specifications for eco-organizations approved for the management of household packaging.
The date of entry into force is set for July 1, 2026.
