Trifluoroacetic acid, Carvone, Resorcinol et Octocrylene : le CER de l'ECHA adopte ses opinions

ECHA (the European Chemicals Agency) has just published the minutes of the 77th meeting of its RAC (Risk Assessment Committee), which took place in early June 2026. Opinions on three ingredients used in cosmetics were adopted, resulting in two classifications as CMRs and one as an endocrine disruptor. The restriction on Octocrylene has also been approved.

Trifluoroacetic Acid

Trifluoroacetic acid (CAS No.76-05-1, EC No.200-929-3, INCI: Trifluoroacetic Acid) is an ingredient listed in Cosing, with the function: pH adjuster.
The substance is currently not regulated by European Cosmetics Regulation 1223/2009.

The classification proposal
Germany has proposed the harmonized classification and labeling (CLH) of Trifluoroacetic Acid as follows.
• Repr. 1B, H360fD - Suspected of damaging fertility. May damage the unborn child.
• Acute Tox. 3, H331 - Toxic if inhaled.
• Skin Corr. 1A, H314 - Provoque des brûlures de la peau et des lésions oculaires graves.
• Aquatic Chronic 3, H412 - Harmful to aquatic life with long lasting effects.
• PMT, EUH450 - Can cause long-lasting and diffuse contamination of water resources.
• vPvM, EUH451 - Can cause very long-lasting and diffuse contamination of water resources.
The CLH consultation ran from May 26, 2025, to July 25, 2025.

The RAC opinion
The RAC approved this proposal but added the following classification:
• Acute Tox. 4, H302 - Harmful if swallowed.
The RAC also decided on the following specific concentration limits:
• inhalation: ATE = 3 mg/L (vapours),
• oral: ATE = 500 mg/kg bw.
