
The second stage in the evaluation of the Cosmetics Regulation, organized in place of the much-discussed revision of recent years, the public consultation has just been opened on May 5, 2025 for a period of 12 weeks.
As a reminder, the quality evaluation of Regulation (EC) 1223/2009 began on February 21, 2025.
Its aim is to examine the text against five criteria:
• Its effectiveness
• Its efficiency
• Its relevance
• Its consistency with other legislation on chemical substances
• Its added value
This lengthy process began with a first Call for contributions, which closed on March 21, 2025, and which collected 155 responses.
All contributions are available on the European Commission website.
The public consultation is now open.
It takes the form of a two-part questionnaire.
The “general” questions
They are aimed at people with no or little knowledge of the Cosmetics Regulation:
• To what extent do you agree or disagree that cosmetics in the EU are safe?
• To what extent are the following aspects sufficiently covered under the Regulation (substances potentially harmful for human health / environment, Safety of cosmetics imported / purchased online, information on allergens…) ?
• To what extent do you think that the scope of the Regulation should cover the following (environmental hazards, sustainability of cosmetic ingredients, Environmental impact of the use of cosmetic products…)?
• How have regulatory measures (e.g. prohibitions, …
