
Following the European Parliament’s adoption of its position on Omnibus VI (the European Commission’s proposal to simplify the requirements applicable to chemicals) during its plenary session on 29 April 2026, the focus now shifts to the trilogue – the negotiations between the Commission, the Council and the Parliament.
The European Parliament adopted its position on Omnibus VI by a very large majority (540 votes in favour, 60 against and 45 abstentions).
The provisions adopted by the Committee on the Environment and the Committee on the Internal Market on 15 April were approved as they stood, with all proposed amendments having been rejected.
The text will now be negotiated at inter-institutional level (in a trilogue). These discussions are expected to continue until the summer, after which the final text will need to be approved once again by the Parliament and the Council.
The Commission hopes that the final text can be adopted around December 2026.
At this stage, industry representatives are hailing a “proposal that is heading in the right direction” (Cosmetics Europe) and a “perfectly balanced compromise” (FEBEA), whilst its opponents continue to denounce “unacceptable backtracking that serves only the interests of the industry at the expense of the health of European men and women” (Générations Futures) or a “rapid dismantling of legislation designed to protect citizens” (Journal l’Humanité).
