Update to the rolling list of European REACH restrictions

On 2 July 2026, the European Commission announced a review of the “rolling list” in its REACH restrictions roadmap, first published in 2022. It provides an update on the work currently underway at the various stages of the restrictions development process.

In their news article, the Commission’s services explain that the revised list “introduces a clearer structure, shows progress made since 2022 […] and includes new entries, reinforcing transparency and supporting stakeholder engagement throughout the restriction process.”

Since 2022, 11 REACH restrictions covering hundreds of hazardous substances have been adopted; six more are in the final stages of the evaluation process; and work continues on major initiatives such as restrictions on PFAS (so called, ‘forever chemicals’), hexavalent chromium substances, octocrylene, and other persistent, bio-accumulative, toxic and endocrine-disrupting substances.

The list therefore comprises three tables:
• Table I lists the restrictions that have been adopted since the roadmap was first published (e.g. D4, D5 and D6; formaldehyde and formaldehyde-releasing agents, microplastics, CMRs, etc.)
• Table II lists the proposed restrictions currently under discussion
• Table III lists the substances currently being examined by ECHA’s Scientific Committees (e.g. Octocrylene, PFAS)

Three annexes also provide an outlook on the regulatory framework, ranging from restrictions that have already been adopted to those still under discussion, including groups of substances currently under evaluation and the results of ECHA’s risk assessment of the use of substances on the list of those subject to authorisation.
