The European Commission notifies an "Omnibus+" (CMRs and other ingredients)
On 8 July 2026, the European Commission notified a draft Regulation aimed, on the one hand, at prohibiting the use in cosmetics of substances classified as CMR under Delegated Regulation (EU) 2025/1222 (23rd ATP to the CLP Regulation), and, on the other hand, at introducing or amending restrictions applicable to several ingredients recently assessed by the SCCS.
Implementation of Directive 2024/825: the "Common understanding" for "old stock situations"
Published in March 2024, Directive (EU) 2024/825, which aims to “empower cconsumers for the green transition through better protection against unfair practices and through better information,” is due to come into force on 27 September 2026. The common position on the approach to be taken by supervisory authorities regarding existing stocks that have become non-compliant has just been published.
Update to the rolling list of European REACH restrictions
On 2 July 2026, the European Commission announced a review of the “rolling list” in its REACH restrictions roadmap, first published in 2022. It provides an update on the work currently underway at the various stages of the restrictions development process.
Destruction of unsold goods: France may derogate from European law
On 29 June 2026, the Commission published its Decision (EU) 2026/1435 in the Official Journal of the European Union, approving the French national provisions governing the destruction of unsold consumer goods, even though they differ from those laid down in Regulation (EU) 2024/1781, known as the “Ecodesign” Regulation.
