As every year, at the close of the Cosmetic Valley’s 23rd Congress on Regulatory Issues - Fragrance & Cosmetics, held on 19 and 20 November 2025, the FEBEA team answered questions prepared by delegates during the two days of conferences. In this first part, ingredients (particularly PFAS, but also Ethanol, Talc and Tea Tree Oil, etc.) and allergens are on the agenda.

As part of updating the list of ingredients to comply with Regulation 2023/1545 on the extended list of allergens, is it necessary to update the safety report?
Answer from Erwan Poivet
We get this question every year! As part of an allergen update, we would like to remind you that these allergens were already present in the product’s original composition and have simply now been classified as allergens. In principle, this does not require a new safety assessment by the toxicologist. Nevertheless, you must forward this information to them in any case.

A corrigendum to Regulation 2023/1545 has been published. Do we need to update our INCI lists and grouping names accordingly? If so, within what timeframe?
Answer from Catherine Bramaud
I believe that the corrigendum has a fairly limited impact. In an entry where there is a change, it does not modify the grouped INCI name. Therefore, in principle, there will be no impact on labelling. For two other entries, it simply adds INCI names to indicate which substances are …
