On February 18, 2026, ECHA (European Chemicals Agency) published France’s proposal for the harmonized classification and labeling (CLH) of Ammonium Vanadate, a buffering agent, in particular as a mutagenic, carcinogenic, and reprotoxic substance.
Ammonium trioxovanadate (CAS No.7803-55-6, EC No.232-261-3, INCI: Ammonium vanadate) is an ingredient listed in the Cosing, with the function: Buffering.
The substance is not currently regulated by European Cosmetics Regulation 1223/2009.
It is also not currently listed in Annex VI of European CLP Regulation 1272/2008.
France’s proposal
France proposes to classify the substance as follows.
• Acute Tox. 3, H301 - Toxic if swallowed.
• Acute Tox. 4, H332 - Harmful if inhaled.
• Muta. 2, H341 - Suspected of causing genetic defects.
• Carc. 1B, H350 - May cause cancer.
• Repr. 2, H361fd - Suspected of damaging fertility. Suspected of damaging the unborn child.
• Lact., H362 - May cause harm to breast-fed children.
• STOT RE 1, H372 (respiratory tract - inhalation, blood - oral) - Causes damage to organs through prolonged or repeated exposure.
If the process is completed, Ammonium vanadate could be listed as a CMR substance, and its use in cosmetic products in Europe could be prohibited, unless the ban is waived following an Opinion from the SCCS.
