
On 19 March 2025, the European Chemicals Agency (ECHA) launched a consultation on France’s proposal for harmonised classification and labelling (CLH) of Cannabidiol. This consultation is open until 16 May 2025.
2-[(1R,6R)-3-methyl-6-prop-1-en-2-ylcyclohex-2-en-1-yl]-5-pentylbenzene-1,3-diol (CAS No.13956-29-1, EC No.-, INCI: Cannabidiol) is an ingredient listed in the Cosing in two entries, for Cannabidiol synthetically produced and Cannabidiol derived from extract or tincture or resin of cannabis, with the functiins: Antioxidant, Anti-sebum, Skin conditioning and Skin protecting.
It is not currently regulated by European Cosmetics Regulation 1223/2009, but is the subject of a consultation by the European Commission, which launched a call for data in 2023 with a view to preparing a mandate for the SCCS. The Scientific Committee accepted this mandate on 22 January 2025, should therefore soon assess the safety of CBD, taking into account the possible unintentional presence of traces of other cannabinoids, including THC.
The substance is not currently listed in Annex VI of European CLP Regulation 1272/2008.
