On 3 June 2026, ECHA (the European Chemicals Agency) announced France’s intention to propose, once again, the harmonised classification and labelling (CLH) of the preservative Methylparaben.
Methyl 4-hydroxybenzoate (CAS No.99-76-3, EC No.202-785-7, INCI: Methylparaben) is an ingredient listed in the Cosing, with the functions: Fragrance, Preservative.
The substance is regulated by Annex V/12 of European Cosmetics Regulation 1223/2009 which limits its maximum concentration to 0.4% (as acid) when used alone, with a maximum of 0.8% for paraben mixtures in which it is present.
It is not currently listed actuellement pas listée in Annex VI of European CLP Regulation 1272/2008.
France intends to propose the classification of the substance, which is to be further specified, as indicated in the Methylparaben entry in the CLH Register of Intentions.
However, it should be noted that France had already submitted such a proposal in June 2025, seeking to classify the substance as an endocrine disruptor, both for health and for environment. This proposal was withdrawn in October 2025.
We also know that France has since completed its substance evaluation under the CoRAP, concluding that it has properties that are toxic to reproduction and act as an endocrine disruptor, for human health and the environment. The new classification submission dossier must be submitted by 31 March 2027.
