
On 28 May 2025, the European Chemicals Agency (ECHA) announced that Ireland was proposing a change to the harmonised classification and labelling (CLH) of Permethrin, an antimicrobial agent.
m-Phenoxybenzyl 3-(2,2-dichlorovinyl)-2,2-dimethylcyclopropanecarboxylate (CAS No.52645-53-1, CE No.258-067-9, INCI: Permethrin) is an ingredient listed in Cosing, with the function: Antyimicrobial.
The substance is not currently regulated by European Cosmetics Regulation 1223/2009, but is already listed in Annex VI/613-058-00-2 of European CLP Regulation 1272/2008, with the following classifications.
• Acute Tox. 4*, H332 - Harmful if inhaled.
• Acute Tox. 4*, H302 - Harmful if swallowed
• Skin Sens. 1, H317 - May cause an allergic skin reaction.
• Aquatic Acute 1, H400 - Very toxic to aquatic life(M-factor = 1000).
• Aquatic Chronic 1, H410 - Very toxic to aquatic life with long lasting effects.
Ireland proposes modifying the M factors (100 for Aquatic Acute 1, 10,000 for Aquatic Chronic 1) and adding the following two classifications, with specific concentration limits.
• STOT SE 1, H370 - Causes damage to organs.
• STOT RE 2, H373 - May cause damage to organsthrough prolonged or repeated exposure.
