
On 27 November 2025, the Great Britain notified a draft text with the aim of prohibiting the use of 13 substances recently classified as CMRs and regulating the use of Hexyl Salicylate.
The notified text will amend the Cosmetics Regulation 1223/2009, as applicable in Great Britain (England, Wales and Scotland). It is open for consultation until 26 January 2026.
Prohibited CMRs
13 substances have been added to Schedule II (prohibited substances) of the UK Cosmetics Regulations.
Among them:
• Seven entries correspond to those in the 8th CMR Regulation (notified on 22 May 2025 and applicable from 1 May 2026), notably for N,N’-Methylenebisacrylamide (CAS No: 110-26-9, EC No.: 203-750-9) and silver (nano) [particle diameter > 1 nm ≤ 100 nm] and (massive) [particle diameter ≥ 1 mm] (CAS No.: 7440-22-4, EC No: 231-131-3) ;
• Two are listed in the 23rd ATP of the CLP Regulation applicable from 1 February 2027: Ozone (CAS No: 10028-15-6, EC No: 233-069-2), Carc. 2 and Muta. 2 in Europe, and Nitrous oxide (CAS No.: 10024-97-2, EC No.: 233-032-0) classified as Repr. 1B in Europe.
These prohibitions will apply from 23 March 2027 for products placed on the market and from 22 September 2027 for products made available on the market.
