Health Canada announces upcoming changes to the HotList

Canada has just announced various changes it plans to make to the Cosmetic Ingredient Hotlist. This is not yet a consultation, but information distributed so that stakeholders can prepare for the forthcoming changes.

The changes announced include the addition of three ingredients to the Hotlist and the revision of four existing entries.
Health Canada specifies that this information is being released approximately three months before the consultation on the proposed updates. The Agency will therefore not respond to information or comments made at this stage, but at the time of the 60-day consultation, which will be organised before the list is revised.
It adds that at this stage, it “expects that those selling cosmetics in Canada will start to determine which of their products could be impacted by the possible updates, and begin to think about the necessary changes to product formulations, distribution and sale.”

The additions

Three new ingredient restrictions are scheduled.

Basic Violet 4
The substance is targeted for its potential carcinogenicity. Restrictions on use would therefore be added for certain product types, with maximum permitted concentrations for those product types.
In Europe
The substance is listed in Annex II/1271 of Cosmetics Regulation 1223/2009, and is therefore banned from use in cosmetics.

Basic Blue 7
Similarly, because of possible carcinogenic effects, restrictions on use would be added for certain types of product, with a maximum concentration …
