Reminder: application of S.I. 2023/764 in Great Britain

This is the final provision of Statutory Instrument 2023 No. 764, entitled The Cosmetic Products (Restriction of Chemical Substances) Regulations 2023, which comes into force on 6 July 2026. It imposes restrictions on the use of methyl-n-methylanthranilate, a fragrance ingredient.

Published in July 2023, S.I. 2023/764 notably brought the restrictions applicable to methyl-n-methylanthranilate (CAS No.: 85-91-6, EC No: 201-642-6, CosIng function: Fragrance) with the provisions that have been in force in Europe since 21 November 2022.
Having come into force in Great Britain on 6 July 2024 for products already placed on the market, these provisions now also apply to products made available on the market.

Applicable restrictions
• Methyl-n-Methylanthranilate is allowed up to 0.1% in leave-on products and 0.2% in rinse-off products.
• In leave-on products, it is prohibited in sunscreen products and products marketed for exposure to natural or artificial UV light.
• In any case, it should not be used with nitrosating agents and should be kept in nitrite-free containers. The maximum nitrosamines content is set at 50 μg/kg.

It is the responsibility of manufacturers and Responsible Persons to take all appropriate measures to comply with these provisions, in particular by ensuring that products which no longer comply are withdrawn from the market.
