
On 5 November 2025, the Andean Community (comprising Bolivia, Colombia, Ecuador and Peru) adopted an amendment to its labelling rules for cosmetic products. This measure will come into force on 17 December 2025.
In January 2023, the Andean Community notified its Resolution 2310 with the aim of establishing the labelling or marking requirements that cosmetic products marketed in the territories of the Community countries must meet.
It is this Resolution that has just been amended, without changing its date of entry into force: 17 December 2025.
Here are the details of the main amendments.
Supplementary label or sticker
This is the means by which information supplementing the main product label is clarified, adapted or included; it must be securely attached to the label, container or packaging and be printed in indelible and legible characters.
Mandatory information
The packaging or wrapping of a cosmetic product must bear, in printed form or on a label securely affixed, in indelible characters that are easily legible and visible, the following mandatory information:
a) the name of the product, which must not be in contradiction with the nature or function of the product;
b) the generic name allowing its identification, which must be consistent with the nature of the product and provide information on its function (the generic name may be part of the product name);
c) where applicable, the cosmetic group;
