• A corrigendum to Cosmetics Regulation 1223/2009
On October 9, 2025, the Commission published a corrigendum to the Cosmetics Regulation (EC) No. 1223/2009 in the Official Journal of the European Union in five different language versions to change the term “ingredients” (in the national language) preceding the list of ingredients to the single term: “ingredients” (in English).

• Reform of the ECHA (European Chemicals Agency)
Initiated as part of the implementation of the Chemicals Strategy for Sustainability (CSS), it is continuing with a consultation on a “Basic Regulation” and an implementing Regulation which amends the ECHA fee system.

Ingredients regulations
• Enforcement of several Regulations
This month marks the deadline for the full or partial implementation of several provisions of the Microplastics Regulation (October 17), as well as Regulations 2024/996 (endocrine disruptors and arbutin, October 31 and November 1) and 2024/858 (nanomaterials, November 1).
