On 30 March 2026, the European Commission published its guidelines on the application of Regulation (EU) 2025/40 on packaging and packaging waste, along with a FAQ, to ensure the uniform application of the new rules and to address stakeholders’ practical questions.

• Omnibus VI
On 15 April 2026, the European Parliament’s Committee on the Environment (ENVI) and Committee on the Internal Market (IMCO) met to adopt their amendments to the European Commission’s Omnibus VI proposal. At the heart of the discussions regarding cosmetics was Article 15 of Regulation 1223/2009 on CMRs.

• Omnibus VI (continued)
The European Parliament’s amendments to Omnibus VI (and in particular Article 15 of the Cosmetics Regulation on CMRs), adopted by the Committee on 15 April 2026, have not settled all concerns. Whilst industry representatives welcome the prospect of an “effective regulatory framework”, consumer organisations and certain politicians are up in arms.
