On 31 August 2026, the IFRA (International Fragrance Association) issued its End-of-Consultation Letter on the 52nd Amendment to its Standards, the consultation period for which ended on 12 June.
This letter marking the end of the consultation, which was launched on 12 December 2025 summarises the comments received, the arguments put forward by IFRA in response to those comments, and how these will be taken into account in the final notification.
With the 52nd Amendment, IFRA will now introduce:
• 48 new restriction Standards relating to potential skin sensitisation effects (37 of which are accompanied by an additional assessment of systemic toxicity parameters)
• 15 revised restriction Standards to reflect the latest RIFM safety assessments
• A revised standard for Musk Ketone
• A new specification requirement for Acetylated Vetiver Oil
• Three revised standards for phototoxicity
One of the outcomes of the consultation is the confirmation of the exposure-based approach for the revised Standard on furocoumarins, with a limit of 1 ppm for skin contact in products intended for voluntary sun exposure and a limit of 5 ppm for other leave-on products. As a reminder, this new Standard results in the withdrawal of eight separate Standards relating to natural complex substances.
