Omnibus VI : la polémique continue

The European Parliament’s amendments to Omnibus VI (and in particular Article 15 of the Cosmetics Regulation on CMRs), adopted by the Committee on 15 April 2026, have not settled all concerns. Whilst industry representatives welcome the prospect of an “effective regulatory framework”, consumer organisations and certain politicians are up in arms.

As a reminder, on 15 April 2026, the European Parliament’s Committee on the Environment (ENVI) and Committee on the Internal Market (IMCO) adopted their amendments to the Omnibus VI proposal put forward by the European Commission.
On the agenda: the simplification of “certain requirements and procedures applicable to chemicals”, and in particular a number of planned amendments to the Cosmetics Regulation 1223/2009, including those to Article 15 on CMRs.

Admittedly, as some commentators have pointed out, “arliament is set to restrict the Commission’s ability to simplify the rules.”
But this does little to allay the anger and concerns of civil society, whose views are widely reported in the mainstream press.

Unacceptable delays

Here are a few headlines from the press since 15 April.
“Cosmetics: MEPs vote on extending the deadline for manufacturers to withdraw harmful products,” reports the news website Ici.fr.
“Cosmetics manufacturers would rather change the rules than change their formulas,” according to Pascal Canfin, a Renew MEP, quoted by the daily newspaper Libération.
“Once again, the profits of a few are being prioritised over our health,” says Nathalie Arthaud, spokesperson for the political movement Lutt ouvrière, in a post …
